Welsh Mayor Caroyln Louviere requested an advisory opinion regarding whether the Code of Governmental Ethics would prohibit the Town of Welsh from leaving a home owner the dirt from their ditch after Welsh Town employees cleared the ditch for drainage purposes. The Mayor provided that the Town would put the dirt in a trailer and dump the dirt in their yard.
