Candice L. Baque is employed as the Assistant City Clerk for the City of Carencro and part of her job duties include writing articles about city events as public service announcements. A local newspaper, Community Chronicles, covers local events in Carencro and publishes articles submitted by the mayor of Carencro as public service announcements each month at no charge to the city. Community Chronicles is not the official journal of the City of Carencro, but the City of Carencro has purchased advertisements in Community Chronicles on two occasions in the past. Ms. Baque is considering providing compensated services to Community Chronicles by writing articles about city events, as well as articles which are not related to city events or with any of its functions.

La. R.S. 42:1111C(1)(a) prohibits a public servant from receiving any thing of economic value for any service, the subject matter of which is devoted substantially to the responsibilities, programs, or operations of the agency of the public servant and in which the public servant has participated.
La. R.S. 42:1111C(2)(d) prohibits a public servant from receiving compensation for services rendered to any person who has a business, contractual or financial relationship with the public servant's agency.
