In connection with his request that the Board waive the late fee assessed for the late filing of the report, Laurence Kevin Coleman states that it was his first time running for office and didn't have a login and password to file reports. He mailed in the initial disclosure affidavit and dutifully awaited receipt of login and password which he assumed would sent by mail just like the affidavit. However, the Board forwarded information to Ms. Peppo, not to him and he had no knowledge of this. The deadline had passed and several days later he had not received anything in the mail as he expected. Mr. Coleman called the Board to discover what had occurred, but he did receive the login and password over the phone. He filed the required report which resulted 4 days late. He had no contributions to report and sole expenditure of $225 for qualification fee reported in the initial reporting period.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
