Advisory opinion request regarding whether Blake Pino, a former Assistant Parish Attorney with the East Baton Rouge Parish Attorney's Office, can provide legal services to the East Baton Rouge Parish Coroner's Office.
Facts:
Blake Pino was employed as an Assistant Parish Attorney with the East Baton Rouge Parish Attorney's Office until December 18, 2015. Prior to the termination of his public service, he was responsible for sales tax rules, sewer user fee cases, traffic court, bond forfeiture hearings, and subrogation for the City of Baton Rouge. Mr. Pino also worked on a few projects/cases for the East Baton Rouge Parish Coroner's Office, including collection matters.

Mr. Pino and/or Hannah, Colvin & Pipes, LLP, the law firm with which he is currently employed, would enter into a contract with the Coroner's Office for the provision of legal services.

Law:
La. R.S. 42:1121B(1) prohibits a former public employee, for a period of two years following the termination of his public employment, from assisting another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which he participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, from rendering, any service which he had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of his former agency.

La. R.S. 42:1102(2)(a) provides that "agency" means a department, office, division, agency, commission, board, committee, or other organization unit of a governmental entity.

Recommendations:
Adopt the proposed advisory opinion.
