Request that the Board waive three $2,000 campaign finance late fees assessed against Phillip David Ridder, Jr., a candidate for State Representative, District 72 in the October 24, 2015 election for the 30-P report that was filed 97 days late, the 10-P report that was filed 77 days late, and the 10-G report that was filed 48 days late.
Facts:
In connection with her request that the Board reduce or waive the late fee assessed for the late filing of the reports, Sandra Davis, the report preparer for Mr. Ridder, states that Mr. Ridder did not realize he was required to electronically file his reports so he mailed them. She also states that Mr. Ridder did not receive a complete package from St. Helena Parish when he qualified for office.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $1,500 for the 30-P report based on future compliance.


Decline to waive for the 10-P report.

Suspend all based on future compliance for the 10-G report.
