In connection with his request that the Board waive the late fee assessed for the late filing of the report, John P. Rogers states that he ran a grassroots campaign and had no help filing his reports. He stated that he was not aware that following his loss in the primary election that he would be required to file another report. He states that he immediately contacted the Board and filed the report when he received notice that the report was late.
