In connection with her request that the Board waive the late fee assessed for the late filing of the report, Otha Manning states that she thought the EDE-P report that she filed timely was the last report that she was required to file for the election, because that report showed a zero balance and she did not participate in the general election. Also, the information submitted on the 10-G report is the same information that was previously submitted on her prior timely filed reports.
