Bruce Pitre is employed as a duty assessor for the Assessor's Office. He is also employed as a salesman for Riverland Industrial Supply (Riverland). Riverland sells air filters, oil filters, light bulbs, air conditioning fan belts, bearings, couplings, pulleys, etc. He is interested in selling these products and other services to St. Charles Parish Government, excluding the Assessor's Office.

R.S. 42:1113A(1)(a) prohibits a public servant or immediate family member of such public servant, or legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
