Pursuant to a contract between the Tangipahoa Parish Rural Fire District No. 2 (District), the City of Ponchatoula (City), and the Ponchatoula Volunteer Fire Department, Inc. (PVFD), the City's Fire Department and the PVFD respond to fires and handle emergencies within the PVFD's area of responsibility.
Braville LeBlanc and Stormy Joiner serve as volunteer fire fighters with the PVFD. Mr. LeBlanc, a Ponchatoula City Councilman, does not receive compensation of any kind from the PVFD. However, Mr. Joiner, a full-time fire fighter with the City, is paid hourly wages for working a shift at one of two rural stations for the PVFD.

La. R.S. 42:1123(1) allows a public servant to participate in the affairs of charitable, religious, nonprofit educational, public service, civic organizations, and bona fide organized public volunteer fire departments when no compensation is received.
