Russell Rachal serves as the Chairman of the Natchitoches Parish Council. His brother, Steve Rachal, is employed as an assistant to the Director of the Highway Department. His other brother, Patrick Rachal, serves as a member of the Board of Directors of the Natchitoches Parish Fire Protection District.

Rule 101 provides that "affected person" means any person or governmental agency, or the authorized representative of such person or agency with a demonstrable and objective interest in the Board's interpretation, construction, and application of any law within the Board's jurisdiction.
Rule 601A provides that the Board shall receive requests for advisory opinions filed with it by affected persons. Requests for advisory opinions shall be in writing, state the name and address of the person requesting the advisory opinion, disclose his interest in the question presented, state the governmental agency and/or individual involved, specifically describe the transaction involved, be signed by the person making the request, and state sufficient facts to enable the Board to respond. The Board may decline to render an opinion with regard to any such request.
