RE:
Request that the Board waive the $3,000 campaign finance late fee assessed against the Black Alliance for Educational Options (BAEO) Action Fund Louisiana PAC, its Chairman Howard Fuller, and its Treasurer Judith Romelus, whose 10-G report in connection with the October 24, 2015 election was filed 20 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Howard Fuller, Chairman for BAEO, states that he did not believe that the 10-G report was required to be filed because at that time it had not made any expenses in connection with the general election. He states he filed the report as soon as he received the Board's notice that the 10-G was due. Mr. Fuller also states that the Committee does not believe the public was denied meaningful information because all of the contributions and expenditures were reported timely on the Committee's Special Report and the Election Day report.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
