RE:
Request that the Board waive the $800, $200 and $1,800 campaign finance late fees assessed against Artis Cash, a candidate for Caddo Parish Assessor in the October 24, 2015 Election, whose 30-P, 10-P and 10-G campaign finance disclosure reports were filed 8, 2 and 18 days late, respectively.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Cynthia Bledsoe, Treasurer, states that a change of events caused her to be late in filing the required reports timely. She stated that she filled out the wrong form for the first report and faxed it in. After multiple occasions of speaking with Campaign Finance staff, she was finally able to get everything filed properly.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:


Suspend all but $300 based on future compliance for the 30-P report. The late fee must be paid within 30 days or the full amount becomes due and owing.


Decline to waive for the 10-P and 10-G reports.
