Folse, report preparer, states that the candidate did not believe he had to file the 10-G report because he did not participate in the general election. He immediately filed the report upon receiving the notice of delinquency.

Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
