In connection with the request that the Board waive the late fee assessed for the late filing of the report, Talmadge F. Mitchel, report preparer, states that the 10-P report was filed late because he was out of town on a project and overlooked the filing deadline. He states that the 10-G report was filed late because it was assumed that since his client had won the primary election, another report was not due until either the supplemental or the annual report was due to be filed.
