Lafourche Parish would like to contract with QSM, LLC to purchase supplies. QSM, LLC is a company that supplies subsurface drainage materials, such as culverts, piping and catch basins. Steven Gros, the brother of newly-elected Lafourche Parish Councilman Michael Gros, has been employed at QSM, LLC for nine years as a sales leader and receives commissions from all sales in a sixteen parish territory, which includes Lafourche Parish. Neither Steven nor Michael Gros have any ownership interest in QSM, LLC.

La. R.S. 42:1113A(1)(a) prohibits public servants, their immediate family members, or legal entities in which they have a controlling interest, from entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
La. R.S. 42:1112B(1) prohibits a public servant from participating in matters involving the governmental entity in which his immediate family member has a substantial economic interest.
La. R.S. 42:1114 requires a member of a public servant's immediate family who derives any thing of economic value through any transaction involving the public servant's agency to file a disclosure statement with the Ethics Board on an annual basis.
