RE:
Request that the Board waive or reduce the $650 late fee assessed against Thomas Chamberlain for failure to timely file a January 2016 Executive Lobbying Expenditure Report.
Facts:
Mr. Chamberlain states that he entered the information via the Louisiana Board of Ethics website earlier in the month around March 11, 2016. At that time, his computer network was dealing with multiple crashes and restarts. On March 26th, he was notified by the system via an electronic notice that he was late in submitting his monthly report. He stated that he logged into the system again and through he has submitted the report.


Mr. Chamberlain states, it was only after he was contacted by the lobbying staff on March 9th and informed that his report had never actually been submitted. While he had the lobbying staff on the phone, he was walked through the process and submitted the monthly report. At that time, he received the email confirmation from the automated system, ensuring his report went through correctly.
