RE:
Request that the Board waive the $320 campaign finance late fee assessed against Patrick Stubblefield, a candidate for Police Juror, Richland Parish, in the October 24, 2015 election, whose 10-G campaign finance disclosure report was filed 8 days late.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, Patrick Stubblefield states that this is his first time to run for any political office, and he was unfamiliar with all of the requirements for filing reports. He states that he met all of the deadlines for the reports before the 10-G was due. He did not receive any campaign contributions and did not realize that he had to file another report until after he received notice from the Ethics Board.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $100 based on future compliance. The late fee must be paid within 30 days or the suspended portion becomes immediately due and owing.
