Request that the Board waive the $60 and $600 campaign finance late fees assessed against William P. Frost, a candidate for St. Mary Parish Council-at-Large in the October 24, 2015 Election, whose 10-P and 10-G campaign finance disclosure reports were filed 1 and 18 days late, respectively.
Facts:
In connection with his request that the Board waive the late fee assessed for the late filing of the report, William Frost states that he received no money for the entire election. They only money shown on the 10-P report was money that he loaned his campaign. He explains that he did not know that he had to file the 10-G report because he lost in the primary election.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Decline to waive for the 10-P report.

Suspend all but $200 for the 10-G report based on future compliance. The late fee must be paid in 30 days or the suspended portion becomes due and owing.
