The Town Council nominates three members to serve on the District Board who are approved by the mayor. The mayor has yet to approve the nomination of Bill McKay to the District Board after the Town Council's recommendation on February 16, 2016.
Mr. McKay's employer is Employee Business Form Solutions. Mr. McKay's wife is listed as an officer for this corporation. A business relationship existed between Employee Business Form Solutions and the Town at the time of the Town Council's recommendation. This relationship was severed on March 7, 2016.

La. R.S. 42:1111C(2)(d) provides that no public servant shall receive any thing of economic value for or in consideration of services rendered, or to be rendered, to or for any person during his public service unless such services are neither performed for nor compensated by any person from whom such public servant would be prohibited by R.S. 42:1115(A)(1) or (B) from receiving a gift.
