As a mechanic in the Lockport Barn, Mr. Griffin is assigned to the Road and Bridge Division within the parish government. His duties include maintenance of all parish-owned vehicles and mechanical machinery and equipment. The Lafourche Parish Animal Shelter is interested in purchasing or leasing property that the Griffins own. They have obtained a fair market value report on the property in light of this potential transaction.

R.S. 42:1113A(1)(a) of the Code prohibits a public servant, a public servant's immediate family, or a legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
