Request that the Board waive the $360 campaign finance late fee assessed against Dina Domangue, a candidate for Caldwell Parish Clerk of Court in the October 24, 2015 election, whose 10-P campaign finance disclosure report was filed 6 days late.
Facts:
Dina Domangue stated that she apologizes for the late filing, but her report preparer was hospitalized on or about the day the 10-P report was due. She stated that this is her first campaign and she relied completely on her report preparer. She also states that she is a single mother with two children under the age of 10 with a newly opened law practice that was severely damaged by the recent flood in Caldwell Parish by nearly six inches of water.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
