Advisory opinion request regarding whether the Code of Governmental Ethics prohibits former Cameron Parish Clerk of Court, Carl Broussard, from contracting with the Cameron Parish Police Jury to serve as a Right of Way Agent for Cameron Parish within two years of the termination of his public service.
Facts:
Mr. Broussard requested an advisory opinion regarding whether the Code of Governmental Ethics would prohibit him from contracting with the Cameron Parish Police Jury to serve as a Right of Way Agent for Cameron Parish within two years of the termination of his public service as Clerk of Court of Cameron Parish. Mr. Broussard provided that he was elected as the Cameron Parish Clerk of Court in 1996 and served consecutive terms until his retirement on August 15, 2015. Mr. Broussard stated that he did not provide right of way services to Cameron Parish as the Clerk of Court.
Law:
La. R.S. 42:1121A(1) prohibits a former elected official, for a period of two years following the termination of his public service as an elected official serving in such agency, from assisting another person for compensation, in a transaction, or appearance in a connection with a transaction, involving that agency or rendering any service on a contractual basis to that agency.
Recommendations:
Adopt draft advisory opinion.
