Disqualification plan regarding the employment of Simon Besson as Trooper First Class with Louisiana State Police - Troop C while his brother, Frank Besson, serves as the Commander of Louisiana State Police - Troop C.
Facts:
Captain Frank Besson was appointed as Commander of Louisiana State Police - Troop C in March 2016. His brother, Simon Besson, was hired as Trooper First Class on August 12, 2007 and is currently assigned to Troop C.

The Department of Public Safety and Corrections submitted a disqualification plan indicating that Frank Besson, as Commander of Louisiana State Police - Troop C, will be disqualified and excluded from any and all duties, decisions, and/or approvals that affect the employment of his brother, Simon Besson. Any such duties, decisions, and/or approvals will be the responsibility of his supervisors which include Sgt. Larry Badeaux, Sgt. Louis Toups, Lt. Gregg Falgout, and Major Becket Breaux. Furthermore, Frank Besson will be disqualified from all grading and recommendations submitted to the appointing authorities for approval and selection for promotions.


Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
Recommendations:
Approve the disqualification plan.
