The Franklin Parish Police Jury has a grant consultant and engineer for the Project. All the grant funds flow through Franklin Parish. Gary Robinson's brother, William H. Robinson, is a Police Juror for Franklin Parish.
Gary Robinson is seeking to work as an independent contractor for consultant companies such as O. R. Colan Associates, LLC, for real estate appraisals associated with the Project. He would be under the direct supervision of the consultant company in valuing real property easement right of ways to be acquired in association with the Project. This would be in conformance with the Disaster Recovery Unit's Program requirements for cleaning the waterway of Turkey Creek to improve drainage under 21 PARA 3402. Mr. Robinson's name or the services he would render would be included in the bid for the project.

R.S. 42:1113A(1)(a) of the Code prohibits a public servant, a public servant's immediate family, or a legal entity in which he has a controlling interest from bidding on or entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
