In connection with her request that the Board waive the late fee assessed for the late filing of the report, Demetria Robinson Carter states that her 10-G report was filed with the EDE-P report by fax. She states she was notified that the 10-G report was not received on November 30, 2015 and she immediately filed it.
She states that the $720 late fee will cause an extreme financial hardship. Her unsuccessful campaign resulted in her having a negative balance of $6,099.68 for which she is responsible. She states she obtained a loan from her retirement plan to finance her campaign. She is financially responsible for the care and living expenses of her elderly disabled mother and does not have the financial means to pay the late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
