Larry Dale is a member of the Jefferson Parish School Board. He is also the owner of Pinnacle Employment, Inc. His company has been requested to administer a Louisiana Rehabilitation Services Pre-Employment Training Program to students with disabilities by a local state charter school in Jefferson Parish. The charter school was issued its charter by the State of Louisiana and not by the Jefferson Parish School Board. The charter school is located in a former Catholic school in Jefferson Parish.

R.S. 42:1113A states no public servant, or a member of such a public servant's immediate family, or a legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
