Request that the Board waive the $960 campaign finance late fee assessed against Edward King Alexander, a candidate for Judge, 14th Judicial District Court, in the November 4, 2014 election, whose 2015 supplemental campaign finance disclosure report was filed 16 days late.
Facts:
Mr. Alexander states that he had prostate surgery on February 9, 2016 and was on a urinary catheter when he came to the Ethics' Office to file the report on March 3, 2016. He states that he withdrew early from the race because of his medical issues, but remained on the ballot. Finally, he states that he is 61 years old and does not plan to run for office again.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Rescind the late fee.
