Request that the Board waive the $2,000 late fee assessed against Charles Jagneaux, in his capacity as a candidate for Clerk of Court, St. Landry Parish, in the October 24, 2015 election, whose 2015 supplemental campaign finance disclosure report was filed 203 days late.
Facts:
Charles Jagneaux states that Lisa Doyle, his secretary, has filed his reports and has advised many others in filing them for 24 years since he has been Clerk of Court for St. Landry Parish. They have been filed correctly and timely. In this particular case, the report was identical to the pre-election report filed. Mrs. Doyle called the Ethics Commission and was told there was no need to file this report because is was exactly the same since he had no opposition.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
