RE:
Request that the Board waive the $1,000, $420 and $789 campaign finance late fees assessed against Holly White Dixon, a candidate for Mayor / City of Monroe in the March 5, 2016 election, whose 30-P, EDE-P and 10-G campaign finance disclosure reports were filed 62, 7 and 51 days late, respectively.
Facts:
Holly White Dixon states that she thought the reports were filed timely, but her husband and daughter are not experienced at filing the reports. On January 5, 2016, everything changed when they lost her husband's mother. They still tried to make sure every report was on time, except the 10-G. She didn't realize she was required to file that report. In addition, she wasn't used to submitting reports electronically. The late fee orders for the 30-P and 10-G reports were signed for by someone she does not know. She is checking with the postal service to see what happened.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all based on future compliance for the 30-P report.

Decline to waive for the EDE-P report.

Suspend all but $200 based on future compliance for the 10-G report. The late fee must be paid within 30 days or the suspended portion becomes due and owing.
