Through his position as Principal and CEO of Lycee Francais- New Orleans Charter School, Mr. Bartlett has observed many subcontractors and trust the workmanship, integrity, and responsibility of several of the firms. The Director of Facilities, the Director of Finance and Mr. Bartlett score the quotes received from all contractors and subcontractors and choose the recipients of the work to be perform at the school. Mr. Bartlett would like to ask Paul A. Vonder Haar of P & L Painting Contractors, a subcontractor, to provide him with a quote to have his kitchen remodeled at his residence. Any payments for services would come from his personal bank accounts.

R.S. 42:1115A(1) provides that no public servant shall solicit or accept, directly or indirectly, any thing of economic value as a gift or gratuity from any person or from any officer, director, agent, or employee of such person, if such public servant knows or reasonably should know that such person has or is seeking to obtain contractual or other business or financial relationships with the public servant's agency.
