The consent opinion has been signed, which results in a violation of Section 1111C(2)(d) on the part of Intercoastal Redi-Mix, LLC, imposes a $5,000 civil penalty that has been paid, and dismisses the charges against Michael Loupe.

La. R.S. 42:1111C(2)(d) prohibits a public servant, and any legal entity in which he owns in excess of 25% or exercises control over, from receiving a thing of economic value for services rendered to or for a person that has or is seeking to have a contractual, business or financial relationship with the public servant's agency.

Adopt and publish the consent opinion. Dismiss the charges pending before the Ethics Adjudicatory Board.
