Gregory Jarreau was recently elected as a member of the Livonia Town Council. The Town of Livonia has engaged the services of Livonia Auto Repair, LLC, for repair and service of the town's vehicles on multiple occasions in the past. Livonia Auto Repair, LLC, is owned solely by Dudley and Vicki Jarreau, the brother and sister-in-law of Gregory Jarreau. Livonia has a population of approximately 1,442 according to the 2010 federal census. In addition, Livonia is located within Pointe Coupee Parish, which has a population of 22,802 according to the 2010 federal census.

La. R.S. 42:1113A(1)(a) prohibits public servants, excluding any legislator and any appointed member of any board or commission and any member of a governing authority of a parish with a population of ten thousand or less, their immediate family members, or legal entities in which they have a controlling interest, from entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
La. R.S. 42:1102(13) defines "immediate family" members of a public servant to mean, his children, the spouses of his children, his brothers and their spouses, his sisters and their spouses, his parents, his spouse, and the parents of his spouse.
La. R.S. 42:1123(22) provides that any mayor or member of a governing authority of a municipality with a population of five thousand or less, or legal entity in which he has a controlling interest, from entering into any transaction that is under the supervision or jurisdiction of the municipality provided that the transactions are under the supervision or jurisdiction of the municipality and the municipality submits a plan to the Board of Ethics for approval in accordance with this Section.
