Eric Turner states that he is a first time candidate and simply got confused with all the paperwork and did not receive or distribute any monies between Oct 11th and Nov 8th. He was under the impression he didn't need to fill out a form unless he received contributions or used funds between those dates. He thought he would only need to donate the remainder of the campaign funds to a charity and show a zero balance in the campaign account, then fill out the ending report showing such. He states that, after losing the election, he was terminated by the current Marshal / Chief of Police. And, he states that he is now without a job.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
