Jo Ellen Kearny, Treasurer for EBR Parish Library PAC, states that they are a very small PAC that was formed just for the election in October, 2015. The PAC has now been dissolved, as this PAC was formed just for the purpose of helping with the Library Tax. The total contributions for this PAC were $9285, of which the Patrons of the Public Library made two contributions in the amount of $4500. It is these two $4500 checks that provides the basis for the late fee. The Treasurer and the President of this PAC were volunteer positions. All of the reports were filed and all expenditures and contributions were reported. Nothing else was late. they stated that they had a procedure in place with the staff for reporting all transactions to us. However, they stated that they were not aware of the 48 hour deadline in the final stretch of the reporting period. They stated that this PAC no longer exists and there are no more funds.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
