Disqualification plan regarding the employment of Adrienne Oakley at Iowa High/Middle School while her husband serves as its principal.
Facts:
Prior to the 2015-2016 school year, Iowa High School served students in grades nine through twelve. A separate school, J.I. Watson Middle School, had its own principal serving students in grades six through eight. Adrienne Oakley was the middle school librarian at J.I. Watson Middle School for seven years prior to the 2015-2016 school year. Her husband, Mike Oakley, was principal of Iowa High School. Beginning with the 2015-2016 school year, the middle school grades of J.I. Watson were consolidated with Iowa High School, which became Iowa High/Middle School. Adrienne Oakley was moved to the high school and became the middle school grades librarian.

Calcasieu Parish School Board proposes that responsibility for routine matters involving the employment of Adrienne Oakley, such as general supervision of work hours and absences, work assignments, parking, room assignments, work duties, supplies, evaluations, and observations, be assigned to the assistant principal at Iowa High/Middle School. The evaluations of Adrienne Oakley by the assistant principal at Iowa High/Middle School will be reviewed by and subject to the approval of the Administrative Director of High Schools who shall also have responsibility for all remaining decisions related to her employment, including recommendations and decisions regarding salary, awards and recognitions, promotions, demotions, extended leave and discipline. Responsibility for routine employment related matters, other than those specifically assigned to the Administrative Director of High Schools, may be delegated by the Administrative Director to the Assistant Principal. The Administrative Director may additionally assume responsibility for any and all employment related matters pertaining to Adrienne Oakley. The Principal shall have no responsibility or authority regarding matters related to the employment of his spouse.






Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
Recommendations:
Approve the disqualification plan.
