Disqualification plan regarding the employment of Dielle Barrentine at Sulphur High School while her husband serves as its principal.
Facts:
Sulphur High School formerly contained only one campus for students in grades nine through twelve. The ninth grade campus was separated from the remainder of the high school, and is now located across the street from the main high school campus. Although the ninth grade campus has, for the most part, different teaching and administrative staff including its own principal, all are subject to the authority of the principal of Sulphur High School, Robert Barrentine. The assistant principal of the Sulphur High School ninth grade campus is Dielle Barrentine, the spouse of Robert Barrentine. Mrs. Barrentine was an assistant principal at Sulphur High School's ninth grade campus for more than one year before her husband became principal of the high school.

Calcasieu Parish School Board proposes that responsibility for matters involving the employment of Dielle Barrentine, including but not limited to work hours and absences, work assignments, parking, room assignments, work duties, supplies, evaluations, and observations, be assigned to the principal of the Sulphur High School's ninth grade campus. The Administrative Director of High Schools shall be responsible for reviewing and approving the evaluations of Dielle Barrentine, and further, for making decisions regarding salary, awards and recognitions, promotions, demotions, extended leave, and discipline. Responsibility for employment related matters, other than those specifically assigned to the Administrative Director of High Schools, may be delegated by the Administrative Director to the ninth grade principal. The Administrative Director may additionally assume responsibility for any and all employment related matters pertaining to Dielle Barrentine. The high school principal shall have no responsibility or authority regarding matters related to the employment of his spouse.

Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
Recommendations:
Approve the disqualification plan.
