Consideration of a disqualification plan concerning the supervision of Anthony Jeansonne, a Police Officer with the Alexandria Police Department, following his marriage to the daughter of Alfred Bordelon, Assistant Chief of Police.
Facts:
Anthony Jeansonne has been employed as a Police Officer with the Alexandria Police Department (Department) since October 10, 2014. He is engaged to be married to the daughter of Alfred Bordelon. Mr. Bordelon has been employed with the Department since September 18, 1983, and was promoted to Assistant Chief of Police on September 26, 2016.

Under the proposed disqualification plan, any scheduling, assignments, or leave issues will be handled by Mr. Jeansonne's Sergeant, Lieutenant, and Captain, without any input from Mr. Bordelon. Any disciplinary action concerning Mr. Jeansonne will be handled by Mr. Bordelon's immediate supervisor, the Deputy Chief of Police, and/or the Chief of Police. Also, all performance evaluations for any officer of Mr. Jeansonne's rank are completed, reviewed and approved by Sergeants, Lieutenants, and Captains, without any input from Mr. Bordelon. Promotions are conducted, in accordance with Louisiana Civil Service Law, through the Office of the State Examiner and the Alexandria Police and Fire Civil Service Board, without any input from Mr. Bordelon. Finally, any issues affecting Mr. Jeansonne's employment will be directed to Mr. Bordelon's immediate supervisor, the Deputy Chief of Police.

Law:
La. R.S. 42:1119A prohibits a member of the immediate family of an agency head from being employed in his agency. La. R.S. 42:1119C allows a public employee that has been employed for at least one year prior to her immediate family member becoming the agency head to continue her employment and receive normal promotional advancements.

La. R.S. 42:1112B(1) provides that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1112(C) allows a disqualification plan to be developed in accordance with Chapter 14 of the Rules for the Board of Ethics to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.

Recommendations:
Accept the proposed disqualification plan.
