Ms. Meilleur is requesting a waiver of fees for the late filing of the July, August, September and November expenditure reports. She states that she was not informed that she had to file an expenditure report, nor did she receive a letter of notification until October 2016. She also states that she did not consider herself a lobbyist because she never received her badge, as she was informed that would be mailed to her. Ms. Meilleur states that not one session has taken place or called since she has signed up to be a lobbyist.
When Ms. Meilleur registered, she was sent an email acknowledging her registration, advising her of the filing requirements and providing a copy of the rules. Also, each month, Ms. Meilleur was sent an email reminding her of the due date for her expenditure report and another email the day after the due date letting her know the report was not filed. Ms. Meilleur was also sent certified letters that the reports were not filed and late fees were accruing.
