Mr. Batiste is requesting a waiver of fees for the months of July, August, September and November 2016. He states that he was not informed of having to file an expenditure report, nor did he receive a letter of notification until October 2016. He also states that he did not consider that himself to be a lobbyist because he never received his badge as he was informed that would be mailed to him. Mr. Batiste states not one session has taken place or called since he has signed up.
When Mr. Batiste registered, he was sent an email acknowledging his registration, advising of the filing requirements and providing a copy of the rules. Also, each month, Mr. Batiste was sent an email reminding him of the due date for his expenditure report and another email the day after the due date letting him know the report was not filed. Mr. Batiste was also sent certified letters that the reports were not filed and late fees were accruing.
