Kia Price is currently employed with the Office of State Procurement as a State Purchasing Officer and her job duties include the procurement and review of contracts for the State of Louisiana. Ms. Price owns a professional cleaning business, KP3 Dimension Cleaning Service, LLC, which services residential and commercial properties including churches, restaurants, fraternity/sorority buildings, residential homes and apartment complexes. KP3 Dimension Cleaning Service, LLC is not an approved vendor for the State of Louisiana. Ms. Price inquired as to whether she would be prohibited from seeking government funded contracts for her cleaning business and whether she would be prohibited from marketing the business by placing flyers and business cards in state buildings.

La. R.S. 42:1113A(1)(a) prohibits public servants, their immediate family members, or legal entities in which they have a controlling interest, from entering into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
La. R.S. 42:1112A prohibits a public servant from participating in a transaction involving his governmental entity in which he has a substantial economic interest.
