The Caddo Parish Commission (Commission) supports the Shreveport Regional Arts Council (Arts Council) through a cooperative endeavor agreement to provide economic development funds to assist with the Art Council's Artbreak Program, Stan Lewis Jazz Festival, and the design of the Caddo Common Park. The Arts Council is a private, non-profit organization.
Every two years, the Arts Council hosts its "Christmas in the Sky" fundraiser. The Arts Council gives each Commissioner two free tickets to attend, with each ticket having a face value of $280.00.

R.S. 42:1115A(1) prohibits a public servant from soliciting or accepting, directly or indirectly, any thing of economic value as a gift or gratuity from any person or from any officer, director, agent, or employee of such person, if such public servant knows or reasonably should know that such person has or is seeking to have a contractual, business or financial relationship with the public servant's agency.
