The Workforce Development Board, SDA-83, Inc. (WDB-83) was created under the federal Workforce Innovations and Opportunities Act. The Act requires that 51% of the board membership be business representatives, such as business owners, CEOs, human resource managers, or supervisors with hiring authority.
The U.S. Department of Labor offers the Work Opportunity Tax Credit (WOTC) as a means to promote the hiring of workers that face barriers to employment, such as veterans, ex-felons, and youth members. The WDB-83 board members often take advantage of the tax credit by hiring qualified workers as part of their various businesses. All applications for the WOTC are submitted through the Louisiana Workforce Commission. The WDB-83 does not receive applications and has no approval or supervisory authority over the receipt of the tax credit.

La. R.S. 42:1113B prohibits an appointed member of any board or commission, member of his immediate family, or a legal entity in which he has a substantial economic interest, from bidding on or entering into or being in any way interested in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
