RE:
Request that the Board waive the $1,000, $800, $2,500 and $1,000 campaign finance late fees assessed against Cade Williams, a candidate for Mayor-President, City of Baton Rouge, in the November 8, 2016 election, whose 90-P, 10-P, 10-G and 2016 Supplemental campaign finance disclosure reports were filed 20, 8, 125 and 18 days late, respectively.
Facts:
Cade Williams states that it came to his attention that he failed to file reports by deadlines. He states that he accepted no campaign donations and kept expenditures under $100. He stated that he entered this race to learn more of the political system and perhaps do good in his community by inspiring other young people to take action for what they believe in, not to break any rules. He asks that the Board waive the fees assessed unto him during the election year. He states that he is 18 years of age, currently enrolled as a Senior at the Dunham School, and would be severely affected at this point his life by a major fine.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all for the 90-P, 10-P, and 10-G reports based on future compliance.

Rescind the late fee for the 2016 supplemental report.
