Request that the Board waive the $720 campaign finance late fee assessed against Wydette Williams, in his capacity as a candidate for Sheriff, Town of Lake Providence in East Carroll Parish in the October 24, 2015 election, whose 2016 supplemental campaign finance disclosure report was filed 12 days late.
Facts:
Wydette Williams states that he completed all pertinent paperwork in compliance with La. R.S. 18:1491.6; however, this report was done on the computer, and failed to hit the submit button. He states that he was unaware of this until contacted by the Ethics office. At that time, he states he submitted necessary documentation, and he thought the matter was resolved. He states that he did not nor would he ever intentionally violate the campaign finance laws of the State. He asserts that he submitted in good faith all of the necessary requirements and paperwork. He states that this was a very trying time for him and this department, due to the lost of Chief Deputy Sheriff, and best friend, Glen Threats, to cancer. He admits that this was very arduous, and caused him a great deal of grief. You have his assurance this will never occur again. He states tt is always his goal to be a good steward for the State of Louisiana, his constituency, and parish.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $200 based on future compliance. The late fee must be paid within 30 days or the suspended portion becomes due and owing.
