Request that the Board reconsider waiving the $240 campaign finance late fee assessed against Kennedy Ugbo, in his capacity as a candidate for Councilman, Metro District 9, in the November 8, 2016 election, whose 10-P campaign finance disclosure report was filed 4 days late.
Facts:
Kennedy Ugbo states that he had no one to help him with his reports. He was sick with a cold and swollen legs from walking door to door campaigning. This was his first election and promises to be on time on his next submission. He states that the flood in August 2016 devastated him and his family which caused him to not file the report as he would have done in normal circumstances.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
