Disqualification Plan from Joseph Alleva, LSU Vice Chancellor and Director of Athletics, regarding Fran Flory, Head Coach of the LSU Women's Volleyball Team.
Facts:
Fran Flory is the Head Coach of the LSU Women's Volleyball Team. Coach Flory's daughter, Lindsay Flory, has been a non-scholarship member of the volleyball team for two years. Based on her commitment to the team and her performance in her freshman and sophomore seasons, Lindsay has earned the opportunity to receive an athletic scholarship for her Junior season in the Fall of 2017.

The plan proposes that Coach Flory would be removed from all involvement in the decision to award her daughter, Lindsay, a volleyball scholarship. Instead, Senior Associate Athletics Director with Women's Volleyball sport oversight, Miriam Segar, will be responsible for recommending that Lindsay be offered a scholarship at LSU. Miriam Segar will make the recommendation to Mr. Alleva, who will have the final decision as to whether Lindsay will be awarded a scholarship to participate on the LSU Women's Volleyball team.

Comments:
The Board previously approved a similar disqualification plan regarding the Head Coach for the LSU Men's Golf Team in Docket No. 2016-320.
Law:
La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1112C allows a disqualification plan to be developed in accordance with rules adopted by the Board to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.

Recommendations:
Approve the disqualification plan as proposed.
