Consent opinions regarding Sheriff Ricky Moses, Chief Deputy Joe Toler and Chief Detective Mark Herford of the Beauregard Parish Sheriff's Office using coercion to influence deputies to support Sheriff Ricky Moses in his re-election and into signing a document showing support for the Sheriff in his re-election.
Comments:
Sheriff Moses, Chief Deputy Toler, and Chief Herford have executed consent opinions for violations of R.S. 42:1116B and paid a $1,500 civil penalty, $1,000 civil penalty, and a $1,000 civil penalty, respectively.
Law:
La. R.S. 42:1116B states that no public servant shall use the authority of his office or position, directly or indirectly, in a manner intended to compel or coerce any person or other public servant to engage in political activity. For the purposes of this Subsection, "political activity" means an effort to support or oppose the election of a candidate for political office in an election.

Recommendations:
Adopt and publish.
