Mrs. Begnaud registered with the Louisiana Board of Ethics as a lobbyist for her employer, One Acadiana, Inc. on March 28, 2017. She mistakenly listed her effective date as February 1, 2017. This was the date her internal job description with One Acadiana, Inc. changed. However, she was not requested by her employer to begin and did not begin any lobbying activities prior to her registration date of March 28, 2017.
Additional Information submittedon May 25, 2017, Jason El Koubi, President and CEO of One Acadiana, states that he instructed Mrs. Begnaud to begin the registration process, but not to engage in lobbying activities prior to her registration. She began the registration in early February, but placed it on hold to gather information necessary for registration. Mr. El Koubi states that Mrs. Begnaud's internal job description changed effective February 1, 2017, and she mistakenly listed that date as her effective date on her registration.

La. R.S. 24:53 provides that "each lobbyist shall register with the board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
La R.S. 24:55 provides that registered lobbyist shall file a monthly expenditure report by the 25th day of the subsequent month.
