Allan Durand, chairperson for Louisiana Rising PAC, states that the PAC has been "out of business" since the 2016 election, and will not conduct any activities of any sort in the future. In addition, he states that he did not "knowingly" fail to file the report. He states that the PAC had an Executive Director who supervised the CPA who was hired to file the reports. He states that all previous reports had been filed timely, and was under the impression that all filings had been made, and that no further filings were required. As soon as he found out that a required filing had not been made, he states he took immediate steps to get it prepared and filed.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
