RE:
Request that the Board waive the $600 campaign finance late fee assessed against Woody Koppel, in his capacity as a candidate for School Board Member, District 6, Orleans Parish, in the October 4, 2008 election, whose 2016 Supplemental campaign finance disclosure report was filed 21days late.
Facts:
Mary C. Hoffman, on behalf of Woody Koppel, states that she started with the campaign in 2014 and has filed several reports including the Supplemental Report for the 2008 election last year. She states that when she filed the reports in February of 2016 closing out reporting for 2016 and 2012 elections, she mistakenly assumed that the 2008 election had been closed out as well. She states that there was no activity for the 2008 campaign in 2016 and there was no intention of not reporting or leaving the Board or the public without full disclosure. She states that the 2008 Election reporting is now complete and closed, with Mr. Koppel forgiving the loans. She states that Mr. Koppel has had an excellent track record with reporting to the Board and she has been submitting reports to the Board for over 20 years and has a good record as well. She humbly asks that the Board waive the late fee.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
Recommendations:
Suspend all but $200 based on future compliance. The late fee must be paid within 30 days or the suspended portion becomes immediately due and owing.
